Those standars have been questioned from the beginning 
but this was played down in all Western jurisdictions
strange enough the East Block countries at the time
( Soviet Union and her satellites )
always admitted to negative effects
only to be ridiculed by American counterparts.

See an equivalent value
based on the findings of the electrophonic effect
published as early as 1970 !!
