.......While I am having some difficulty in fully understanding the
following (a translation from Spain), I am delighted to forward it anyway
-- because it is easy enough to get the "gist" of what is happening
there.....
.......The document appears to forward information about a movement to
regulate electrical power transmission lines in Spain...... The goal
appears to be to obtain a ten-year moratorium on construction of any more
"high tension" power lines......
Two quick comments: (1) In my view, it is encouraging to see this action
taking place in the power line category (vice the telecommunications area
which is getting all the attention in the U.S.). It should, thereby,
focus attention where the evidence of EMF health effects is strongest.....
(2) But, I do have some doubts about the efficacy of a "moratorium"
approach. It seems to me that our first step with regard to the power
line issue ought to be the recognition that what is needed is regulation
which will move (particularly children) human life AWAY from the
lines..... As a start, the Swedish proposal that would prohibit families,
schools, hospitals, etc., from being located within 100 meters of the
lines ... seems reasonable to me.....

BELIEVE SPANISH COORDINATOR AGAINST HIGH TENSION LINES
Barcelona, 3 Apr (++EFE).-Several entities and associations of all Spain
have constituted today in La Pobla de Segur (Lleida) the State
Coordinator against High Tension Lines and Electrical transformation
Centers, that will press to the administrations and to the companies so
that they do not build more high tension lines.
The Coordinator will claim that the Government approves a ten year
moratorium against the new lines construction of high tension, @@periodo
that consider that would have to be to use to reorder and optimize the
set of the electrical net basándose in respect criteria to the health
and to the environment.
This new platform is integrated by several entities originating from
Andalusia, Aragon, Asturias, Cantabria, Catalonia, Castilla and Lion,
Madrid, Murcia and Valencia, that they have participated in the sessions
@@fundacionales celebrated in La Pobla de Segur.
The Coordinator is opposed to the new lines construction of high
tension upon considering that suppose a serious threatens for the health
of the population, an aggression “irreparable” against the environment
and an economic loss, since affect to the quality of environmental life
and to the tourism.
In this sense, claim that in the ten years that would have to be to
apply the moratorium would have to be suppressed the transformation
facilities in inhabited zones, to improve the efficiency of the current
electrical net, to stimulate the energetic saving and the use of
alternative energies and to permit the @@desdoblamiento of lines and the

POPULATES IT OF AXE (++LLEIDA), 3 (++EUROPA ++PRESS)
Representative of collective ecologists of all Spain have created
today in The Populates of Axe (++Lleida) a protest platform against the
proposal of creating a high tension line that electricity transportation
from Morocco until Spain and France, since in his/her/their opinion
prejudices the natural environment and provokes health problems.
To the meeting to create the Platform have attended some sixty
persons that represent to collective ecologists of all Spain and that
they have decided be joined in a state coordinator for @@aunar
their/its/your/his forces in their/its/your/his struggle against the
high tension lines, according to informs ++TV3.
Of moment, the first objective that is brand the Platform is to
obtain a moratorium of 10 years through a popular legislative proposal
to study the environmental impact and on the health of these lines.
A member of the Platform, ++Armand ++Simó, explains that the impact
of these lines “is very important and if they are not necessary, they
should not be hacer”. In his/her/their opinion, in the case of the line
that would join Morocco and France” the economic interest are very
clear: to sell French nuclear energy to third parties países”.
The Platform has been constituted in the Pobla because exists a
project paralyzed from last October to make go through the region of the
++Pallars ++Jussà the call electrical highway, that has the objective of
joining the French and Spanish electrical net.

CREAN COORDINADORA ESPAÑOLA CONTRA LINEAS DE ALTA TENSION
Barcelona, 3 abr (EFE).- Varias entidades y asociaciones de toda España
han constituido hoy en La Pobla de Segur (Lleida) la Coordinadora
Estatal contra Líneas de Alta Tensión e Instalaciones Transformadoras,
que presionará a las administraciones y a las empresas para que no
construyan más líneas de alta tensión.
La Coordinadora reclamará que el Gobierno apruebe una moratoria de
diez años contra la construcción de nuevas líneas de alta tensión,
periodo que consideran que se tendría que aprovechar para reordenar y
optimizar el conjunto de la red eléctrica basándose en criterios de
respeto a la salud y al medio ambiente.
Esta nueva plataforma está integrada por varias entidades
procedentes de Andalucía, Aragón, Asturias, Cantabria, Cataluña,
Castilla y León, Madrid, Murcia y Valencia, que han participado en las
jornadas fundacionales celebradas en La Pobla de Segur.
La Coordinadora se opone a la construcción de nuevas líneas de alta
tensión al considerar que suponen una grave amenaza para la salud de la
población, una agresión “irreparable” contra el medio ambiente y una
pérdida económica, ya que afectan a la calidad de vida ambiental y al
turismo.
En este sentido, reclaman que en los diez años que se tendría que
aplicar la moratoria se deberían suprimir las instalaciones de
transformación en zonas habitadas, mejorar la eficiencia de la actual
red eléctrica, estimular el ahorro energético y el uso de energías
alternativas y permitir el desdoblamiento de líneas y el refuerzo de las

CREAN EN LLEIDA UNA COORDINADORA ECOLOGISTA CONTRA LA LINEA ELECTRICA
DE ALTA TENSION MARRUECOS-ESPAÑA-FRANCIA
LA POBLA DE SEGUR (LLEIDA), 3 (EUROPA PRESS)
Representantes de colectivos ecologistas de toda España han creado
hoy en La Pobla de Segur (Lleida) una plataforma de protesta contra la
propuesta de crear una línea de alta tensión que transporte electricidad
desde Marruecos hasta España y Francia, ya que a su juicio perjudica el
entorno natural y provoca problemas de salud.
A la reunión para crear la Plataforma han acudido unas sesenta
personas que representan a colectivos ecologistas de toda España y que
han decidido unirse en una coordinadora estatal para aunar sus fuerzas
en su lucha contra las líneas de alta tensión, según informa TV3.
De momento, el primer objetivo que se marca la Plataforma es
conseguir una moratoria de 10 años a través de una propuesta legislativa
popular para estudiar el impacto ambiental y sobre la salud de estas
líneas.
Un miembro de la Plataforma, Armand Simó, explica que el impacto de
estas líneas “es muy importante y si no son necesarias, no se deben
hacer”. A su juicio, en el caso de la línea que uniría Marruecos y
Francia “los intereses económicos son muy claros: vender energía nuclear
francesa a terceros países”.
La Plataforma se ha constituido en la Pobla porque existe un proyecto
paralizado desde el pasado mes de octubre para hacer pasar por la
comarca del Pallars Jussà la llamada autopista eléctrica, que tiene el
objetivo de unir la red eléctrica española y francesa.
