Hi Roy,
I have a suggestion (i hope it was not proposed sometimes back).

I think that we have to have; 
1. some sort of cellular antena rediation meter. 
   (perhaps u do know of something like that).
2. however it MUST be a "very inexpensive" that rank and file persons
   can accumulate data.
3. the data should the least record the rediation rate, time stamp and the
distance.
4. This recording should have two main features: legally velid in court
   for future date. and publicly known.
4. we know that the dangeraous level is still debatable. but one day it will
   be "vivid clear".
5. I think such an activities accross the Globe will at leat deter some of the
   companies, for future potential compensations (see the tobaco industry)
6. will help groups who are active in opposing the antenas.

Again, the suggested meter should be an inexpensive gear.
