This is not our typical scenario..... Nor is there much research
existent on that scenario.....
Buried lines do tend to (Not reduce) - but **concentrate** the
"magnetic field." Of course - if you read carefully some of the
material posted on the guru's website - you will see that the "magnetic
field" may not be the key to assessing the likelihood of adverse health
consequences...... We just don't know. That research has not been
done - not well.....
Likewise, the research on "direct current" has not been done.....
But, you are talking about a LOT of current there - and the potential
for "induction" could be high...... Induction - the transfer of the
current into the ground or other more conductive objects in the path of
the field (like a pipeline, etc).....
Anybody who might tell you, "It is safe, don't worry about it...." --
just doesn't understand the EMF problem. He doesn't know the
uncertainties that surround the risks that are being passed on to the
people of the world by the sudden explosion (over the past 25-50 years)
of non-ionizing electromagnetic radiation in our surroundings..... In
other words, he doesn't know what he is talking about.....
So, your project poses mostly questions and uncertainties in an aspect
of the EMF problem that has not been studied.....
(You should study the "stray currents" and "ground currents" material that
is on my website. Look in the "EMF ??" file.... Dr. Gerard Hyland has
also written - in that same file - an important piece about the impact
(biologically) of the "coherent" effect that is present in ALL man-made
electricity..... I have recently received a request from a foreign
government to see if his paper could be translated into another language
for their use.....!!)
I would certainly treat your project with caution..... If it is going
to produce adverse health effects, they might not be recognized for
10 to 30 years..... That is just the truth of the matter about this
damnable EMF health risk scenario...... It makes it easy for the "vested
interests" to bully their way through - build the lines - then let the
next generation worry about it.....
Our governments ALL seem to have adopted that strategy, too.....!!!
Let the next administration worry about it.....!! If more of the public
were well informed on the risks inherent in this kind of a public policy,
I don't for a minute believe that the public would allow it to
continue....
I don't really know what your other options might be there - but, if
"I" could, I would fight the project as you describe it ... and force
(perhaps through the courts) other options - away from residences and
school grounds - to be considered.....
You may get some better suggestions from others on this list. I am
posting it for everybody on the EMF-L group.....
(I know it is hard to bring this about - but you should not allow the
"quotes" of Moulder to be decisive in the matter!! He doesn't know
the answers either.... But he can be counted on to give the answers
that support the power company..... That is his past record....!! We
know him. The industry regularly uses him in court cases (and the like)
for that purpose..... And has for years. I don't think he has any real
credibility in **true** scientific circles. He is well known for his
tendency to ignore any scientific evidence (particularly the epidemiology)
that contradicts HIS thesis. And that is all he has - a thesis about the
EMF realities..... Lots of people do.....!! And many of the others
... enjoy a higher degree of acceptance among those scientists who are
ACTUALLY DOING THE RESEARCH than does John Moulder..... Perhaps you
should contact Dr. Neil Cherry of New Zealand, for a more current - more
balanced analysis....)
(Also, Hydro Quebec has never shown any concern for public safety about
the EMF risks in Canada ... I can't imagine that they have changed their
stripes, just because they are now in Australia.....!!!)
The bottom line on your case seems to be that the "bullies" are going
to continue to "bully" as long as they can get away with it..... That is
the way bullies are!!! Whether in The U.S., Canada or Australia ... or
Sweden......!!!

Hi Roy
This is a query from a Residents Action Group in Australia, where the
first underground link in the national electricity grid, 'Directlink',
is being 'fast tracked' through our township of Mullumbimby, and our
Byron Shire,
Hydro Quebec and ABB Sweden are the forces behind our de-regulated
State Power Utility NorthPower.
We have been questioning the wisdom of not 'prudently avoiding' our town
(the line passes near our High School,under the recreation grounds and
Skate Park, in the road reserves near houses and commercial areas) since
last October.
Our local Council has felt powerless in the face of this Power company
which is its own consent authority, so we have been forced to take legal
challenges into our own hands.
Our problem is that there is not much research that we can find on the
effects of high voltage DC on health. NorthPower have presented
Moulder's Q&A's on Static magnetic fields to allay our fears!
To make the situation even more difficult, this project is th first
commercial application of this new technology, developed by ABB Sweden,
called HVDC Light, outside of Gotland, Sweden where it was developed and
implemented for the first time June 1999!
Our project - the upgrading of our local substation with this new
switching technology, which converts AC to DC and the laying of 6
transmission cables through our Shire was commenced about the same
time! So there is no research data on how it will affect us.
The buried cabels are estimated to have a 100mG reading at ground level,
diminishing to 1 mG 7 metres on either side
We are particularly alarmed that these HVDC cables will pass through
part of our Shire along the railway reserve in galvanised steel troughs
(at the suggestion of the Sate Rail authority, who would not allow the
cables to be buried along the rail reserve. Not only are these cables
accessible by any curious child with a tyre lever - the lids of these
truoghs are held on by thin metal straps! - but there is concern about
what would happen if a train derailed, a more common ocurrence these
days.
There is no estimate given for the mG readings from the troughs. The
cables will carry 80kVin each pair, The Converter Station will have a
capacity to operate at 180mW.
Most of the cable has been laid already despite our efforts to get them
to inform us properly , and our requests for them to re-route around the
town,before making it a 'fait accompli'...but you know how these
companies operate: Keep the public in the dark, and deal with their
concerns on an individual basis (divide and conquer). Switch on is
scheduled for June 2000.
Our barrister has requested any evidence on detrimental health
effects... are you able to help us, or pint us in the right direction?
Even though we have no proof of danger, the bullying tactics employed by
NorthPower, have really aroused our suspicions, and there is an
overwhelming feeling among the community that something is really wrong.
We feel as if we are being used as guinea pigs, and our rights are being
trampled over in the power companies' lust for the dollar.
If you, or anyone, can help us in any way we would be very grateful.
