"intruders" when I am on the computer........Recently a message was
"picked out of my file" and sent to Peter Finch in Australia.....I
did not send that "strange" message, Peter!.....It made so little sense
to me ... that I have ignored it.....Possibly teen-age pranksters.....

[Some of you may not know about the WWII "incident" where U.S.
intelligence (aware that Japanese were "reading U.S. traffic")
deliberately sent a message to U.S. forces (about a "waterplant" problem
on Midway Island).....The Japanese Navy picked it up and told their
Imperial High Command.  The High Command told Admiral Yamamoto (commanding
the strike force preparing to leave for MIDWAY)......By that means, the
U.S. became aware of the destination of his force......The U.S. (with only
two carriers available) was there waiting for Yamamoto's arrival.....
Ergo.....The Battle of Midway ... which changed the direction of the
war in the Pacific.......Cheerio........guru......]

Roy: Received this from you and another source. Big brother watching? Since
Laura is on the PacBell network, chances are e-mails to/from her are being
traced. This is what Bill Gates did earlier this year. He sent out an
e-mail and ask that it be passed on; many, many people obeyed. As it moved,
Gates recorded the path of his e-mail. You were wise in sending it directly
from you "without her e-mail address (which I was given by other person)."
This must be the Naval Intelligence at work!

Laura should ask the councilwoman to give citizens a chance to be heard.
What Laura should know is that PCS antenna sites are like guppies. They
breed many necessary babies; antennas sites. A PCS system must have several
sites within aprroximately 10 city blocks, depending on the terrain and
obstructions within the "line of sight." Figuratively, each antenna is in
the center of a "hex" and many such hex-type sites form, if it were
visible, a honeycomb. That is, the flat sides of the hex make it easier to
what is called "hand-off" calls, so that the PCS phone used is always
connected and does not lose clarity diring the phone call. So, Laura's
small town can easily wind up with 5 or 10 PCS sites, which must be
clustered because the PCS signal is very high (at least 2.5 GHz), and
cannot travel far. PCS phone signal is at least 1.9 GHz. In addition to
antennas at 2.5 (and sometimes higher) frequencies on towers or buildings,
the system must be completed with a satellite dish (upwards of 38 GHz) that
carries long distance calls to satellites. So, the installation of a PCS
antenna on the 2-story building (about 20 feet, considering 10 feet per
floor without a basement) is just the beginning of this community's  grieg.

Since it is unlikely that an antenna, 20 feet off the ground, will be
effective for PacBell or users, a contraption may need to be built on the
roof on which to mount the antenna. That is, the roof must be fortified and
probably a 20-30 foot tower will be constructed on the roof to give the
site an overall height of at least 50 feet; 60 or 75 foot heights are
usually the norm for PCS. PacBell can obtain the desired height, even atip
a 2-story building, if the building sits on a hill.

The citizens should know that FCC does not require separate licenses for
the installation of PCS sites. However, the carrier must file notification
at the FCC and obtain authority to operate the antennas. Have they done so?
If not, citizens can use this to stall installation. Have they looked at
the town's ordinance? If the citizens do not want the antenna, what is the
criteria for putting it there? Will it overlook a major high traffic
highway? Laura has left a lot unsaid that she must look into.

Susan Lawrence suggested I contact you.

My neighbors and I have less than 10 days to prepare an appeal of a
decision to install PCS antennas in our  neighborhood.  Pac Bell has
received the O.K. to put up 6 panel antennas disguised as a chimney on
the roof of a small 2-story office building here.  The neighborhood is
predominantly residential, with many young children and a nearby
elementary school, but there is a small cluster of shops and offices at
the intersection where this antenna is to be installed.  The businesses
on this corner are frequented by customers who prefer to shop in our
"out of the way", low technology, neighborhood.  Many of the customers
are also residents, nearly all of whom are opposed to the antennas.  Our
councilwoman seems more concerned with accomodating Pac Bell than
listening to her constituents.  We are concerned that the introduction
of Pac Bell's antenna will open the door to at least 3 or 4 more
providers who will want to co-locate here, increasing the financial and
environmental impact on our community.

Susan thought you would be able to send out an SOS for us through your
email list.  Perhaps someone local to us will be able to lend a hand.
Regardless, we need help and advice on how to proceed effectively.  Your
assistance will make a huge difference for us.
