Subject: PSC tower--ONE DOWN!
We've been fighting a 150' PSC tower, originally planned to be
sited a 100 feet from our backyard, since May '98. The good news
is that it was voted down 5 to 2 by our local zoning board at their
last meeting.
The support I got from your sources was very helpful.
The key elements that were fundamental to our success were:
1) Allowing variances for one PCS supplier would leave the
community open to any other carriers that demanded the same
consideration, and the drafting of an ordinance was essential to
the community's peace of mind; 2) Homes considered historical and a
train station dating from the last century, gave us credibility
without our gaining the historical designation; 3) An Omnipoint
representative in the first hearing stated that our area was not
covered and trying to use a PCS phone in our area would result in a
"No Network" message in the display. We got their phone and
explained in the next meeting where it was used and how without our
getting a "No Network" message; 4) We avoided any discussion of
health concerns; 5) We mentioned property values being affected,
and the ZB chairman asked the PCS company representative to bring a
witness and/or evidence to negate our fears to the following
meeting, but he didn't, and, 6) We discovered later that behind the
scenes one of our neighbors leaned on a ZB member to vote against
the tower, and the landowner, who was wanting the revenue,
recruited two board members to vote for the tower--so much for the
democratic process
We're still calling it a victory, no matter what happens next. We
were only three determined people. It can be done!
