The point being, of course, that persons who are being forcefully exposed
(themselves and their property) to harmful "health hazardous" radiation
are guaranteed a constitutional right to obtain "just compensation" under
due process of law......  The 1996 Telecom Act tries to deny that.....

Amendment V

No person shall be held to answer for a capital, or otherwise infamous
crime, unless on a presentment or indictment of a grand jury, except in
