Dr. Gary Brown has completed (in draft form) an excellent paper which not only well
addresses
his main theme -- classroom LAN risks -- but also provides a good "current state of the
science"
update of the risks which the public is being "obliged" to assume within the entire
'wireless
technology' subject:  including, to some degree, the cell phones and their transmitting
antenna.

In my view, he has (correctly stated the law) but -- because the FCC does not live up to
its
publicly advertised role -- overly stressed the protective consequences of any FCC
regulation
of the wireless environment ... where possible health effects are concerned.

In fact, the FCC is not merely a "paper tiger" in that regard;  in the LOOKOUT MOUNTAIN
case (one example of many which can be cited) the FCC has totally reneged on any notion
that
it has any "health protection" regularity responsibilities whatsoever.  It has passed the
buck
to other government agencies.  Perhaps because of the way the "laws" are written, the FCC
appears to be talking out of both sides of its mouth at the same time.  It is
"responsible" for
monitoring and enforcing -- but not for defining the risks......  In truth, it does no
monitoring
and very little enforcing of anything having to do with any public health risks ...
regardless
of what the laws say......!!!

This is said not to criticize Dr. Brown's work, but to offer a "reader beware" when you
read
that part of his excellent paper.  The link is provided below......   I urge everyone to

It has been a while since I last communicated with you. I have finished a  paper on
wireless LANS and the issues surrounding  wireless in general. I have received comments
and information during the peer review process. I have also presented this paper in
Washington before a GAO fact finding committee commissioned bu Joe Liberman. The pr group
presentation was presented with Cindy Sage and Jerry Phillips(over a conference call while
I was with the GAO group in D.C. .   This paper has been peer reviewed by many experts and
I welcome additional comments and information before sending it out . It is ready for
