I would like to comment on this. 
In eg. France there is a different view than here in Sweden on the
public use of cellular phones, it is /not/ accepted to use a phone in a 
restaurant or at the beach but maybe okey on the street. In Sweden people are
using the phones at restaurants, buses, trains, streets, beaches, 
more or less all over the place. However, the trend is declining since
many people get irritated on this use of the cellular phones, it
isn't "polite".

Thus the use of the cellular in public is kind of a cultural issue, it
depends on the social interaction between people. I also suspect that
the concept of "electromagnetic free zones" will also fall for the
force of behaviour of the masses. Since the Swedes have the strong and
long tradition of freely being able to roam around in nature at will, I
think it is almost impossible to disable the use of cellular phones 
in some region, even if it is a nature reserve or such. Swedes expect to
be able to go out into nature and want the security the phone may give.
Needless to say, the police is bone tired of getting unnecessary calls 
from people camping that have run out of diapers or whatever...

Anyway, to be able to get large geographical areas (say 20x20 km or more) 
free from exposure from cellular towers this has to be an area people
aren´t expected to be in... As well as consensus among the cellular operators
not to exploate that area. This is not going to be easy.

And by the way, in half a year the first satelite based cellular system is
going on line for the public... It exposes the whole world surface so 
what exactly is an "electromagnetic free zone"? I am for the concept
but sceptical about the will to actually realize it.
