Bob and Roy,
	I don't know anything more about this issue than was on the web site that I
quoted when I first mentioned political control by modern technology
(including, regrettably,  sophisticated forms of torture).  I also don't know
how much of this is based on reality.  I think the intent of the report to the
European Parliament (which is available on the quoted web site) is to alert
the ministers of the European Parliament that this is an issue which is
maturing and with which they should be prepared to deal.  
	One other thing.  Insofar as I know, the phenomenon which has been referred
to on this list as microwave hearing was originally called electrophonic
effect (as has been previously mentioned by Wolfgang).  This phenomenon is
still the subject of research reported in some of the biophysics journals.  It
is a phenomenon which is apparently related to localized heating of tissues,
resulting in the propagation of an acoustic pulse which passes through the
head and eventually registers in the human auditory apparatus as a click. 
Many pulses produce a series of loud clicks or chirps or buzzes.  I am
reasonably certain that I have experienced this phenomenon when I have had MRI
scans on my brain.  The sound is rather like that of a compressed air driven
jack hammer in close proximity to oneself.  The ability to modulate this
effect to produce phantom "voices" in one's ears is not inconceivable, but I
suspect that it is beyond the capability of present day technology.
