Cathy, I don't know any reason that the cell towers would affect the water,
but the water would affect the intensity of the radiation - acting somewhat as
a ground plane and affecting the fall-off of intensity with distance.  This
could easily be modeled with available computer codes, if the radiation
intensity and directional properties of the emitted radiation were stated.
