........Bert has a worthwhile observation here about attempts to
regulate cell phones in S. Africa......Not sure why they are going
about it the way they are???......Be sure you read on down to the
accompanying news article forwarded by Alastair from S. Africa.....

Leon du Toit is seeking to "limit public exposure to CELLPHONES and microwave
tower sites." Depending on the type cellphone, the frequency varies: personal
communications services (PCS) frequency range is 1.5 to 1.9 GHz (1500-1900 MHz);
satellite handheld phone is 29 GHz; cellular phone range is 836 to 936 MHz. The
power (watts) to push these frequencies is proportional to the microwave
frequency used.

If du Toit is seeking to SHIELD (electronically known as hardening) cellphones,
the SHIELDING (hardening) will merely protect the phone; not users. Unless, of
course, du Toit will insist that manufacturers create phone that operate at 50
Hz (???). You know this is impossible. The phone will not be strong enough to
light as a lightbulb let alone receive or transmit a message. He can formulate
laws that state the tower site cannot exceed 200 microwatts (or whatever) per
minute or second. Surprized this is not already in place, since people in the
continent of Africa have and use oodles of cellphones.

What is perplexing is why is du toit asking the ICNIRP (industry controlled) to
come up with guidelines? Even more perplexing is WHY are 50 HZ ELECTRIC AND
MAGNETIC FIELDS part of this equation? 50 Hz lines will merely power a tower
site. It is comforting to know, however, the South Africa and other countries in
your continent are finally realizing the cry with one heard from the astronauts
in space: Houston (world), WE HAVE A PROBLEM. Industry cannot hide the truth
forever. People and the environment cannot continue to be bombarded with
microwaves, streaming from high-tech devices, without repercutions. The show and
tell is rapidly overtaking industry. Watch.

Hi everyone,

This article appeared in the local edition of the Sunday Times
14/02/1999:

 Safer cellphones ahead........

"Public outcry forces limits on radiation emissions from phone"

SOUTH African consumers could soon be protected from the possible
health risks caused by radio-frequency emissions from cellular phones.

Leon du Toit, the deputy director of radiation control at the
Department of Health, said discussions were under way between the
department and stakeholders such as the SA Bureau of Standards and
Telkom which could lead to legislation setting mandatory limits on
electromagnetic energy that the public may be exposed to from cellular
phones and their base stations.

This month Australia introduced a new regulatory framework to do just
that. Its Communications Authority set the limits in response to huge
public interest in the possible health risks associated with the use
of equipment such as mobile phones.

Is this just a reaction to the article from ABC
