I read your note to Roy Beavers and thought I would drop you a line.  I am
part of a citizen led network of citizens who are working together to bring
sense to all this, if we can.  We are the EMR Network.  Our web site is
 .  You can go from that site to many others and
learn more about the issues and how to protect yourself and your community.
 We all need to stand up and be counted on this - the alternative is not
going to be beneficial.

I applaud your diligence and initiative.   You have gotten some good
resources going for you there.  The standards you nmention (Salzburg, etc)
are the latest examples of the power of local initiatives to turn the tide.
Even at that, it will be a very difiicult proposition to keep the towers
out and once they are there, it may be difficult to monitor for compliance.

The experiences you are reporting sound very unpleasant.  Unfortunately,
you are not alone.  There are people all over the world who are fighting
these towers and antennas.  What do do?  Your currnet legal case may stem
the tide - near your home, until some other carrier shows up with similar
ideas.  Or, the next time it may be a tower on your church, or at your
child's school.  Thesse local battles are important but , like fightiing
forest fires, sometimes you just can't get to all the trees at once.  

We are actively engaged in a few large court cases with national
implications what may carry a significant impact on how the Telecom Act is
interpreted or revised in the future.  The Ad Hoc Association of Parties
Concerned About The FCC's Health And Safety Rules, has a federal court
appeal filed in the U.S. Court of Appels.  We have a consolidated case with
the Communication Workers of America and the Cellular Phone Task Force.  We
have affidavits that tell stories such as yours. We are challenging the FCC
rules which failed to conduct a federal environmental study, set the human
expsoure limits at thermal level radiation while not accounting for
biolodgical effects at much lower levels, and preempted states and
localities from opposing cell towers based on health reasons.

Our case has been postposed several times but is not scheduled for oral
arguments on April 5.  If you are interested in getting more information
about the lcase and what we are doing, please let us know.  We can really
use some support as this work is very difficult and time consuming.  Like
you and your neighbors, we are taking time from our busy lives to fight
these towers and the federal policies which permit them to go up everywhere.
