We have the same situation, but I asked Dr. Vitor Baranauskas, PhD, phisician teacher from Campinas University (Unicamp), http://www.fee.unicamp.br:80/~vitor/ , and he said me that water minimize radiation on its direction and can not be polluted by non-ionizing radiation. See his e-mail below. However, an eletric engineer said me that neighbourhood can be victim by shock from thunderbolt, because cell tower increases thunderbolt attraction and water is eletricity conductor.
