Can I take a stab at this?  The antennae would have to be COMPLETELY
isolated from the water tank, because by definition, the water is
"grounded". If the antennae came in contact with the water, then it would be
"grounded out".  The tanks are usually metal, so they would effectively
shield any adverse affects caused by EMI/EMF. The water, per se, should not
be affected by radio-wave ionization. It is isolated.

The Navies of the world use underwater and underground antennae. Do the fish
taste any different today then they did prior to WWII?

Are you saying that there are radio towers being built on top of water
towers  (perhaps to increase their range)? The further "up" they are, the
further "away" they are. Gaussian affect again.

A counter-question would be, does putting a "top-down" underwater "fish"
radar that some fishermen/women use on their boats affect the water?

I don't know if that is an intelligent response to the question, but I'm
learning quickly about wireless stuff as I continue to dig into this topic.
