Dave:

It is very easy to find out.  Anyone who is on the city council will
know whether or not the local utility company is operating in that
city via a "Franchise" contract with the city....  It may have been 
signed and negotiated so far back that no-one remembers.....  But, it
is likely to be a part of the city clerk's records as well....

Once these contracts have been entered into, the utility would like
everyone to believe that they cannot be changed -- but they can.....!!!
Almost anything the utility wants (a rate change) can give your lawyer
enough leverage to "open up the contract."
