Subject: Question on 2-way paging providers

To All -
	A question about 2-way paging services.  In northern New England Adelphia 
Cable TV has branched out into this technology/service.  Is this 
technology/service by definition a personal wireless telecommunications 
servce, i.e., fall under the TCA of '96?  If so, how would height 
restrictions in a zoning bylaw play out vis-a-vis the requirement that 
zoning cannot have the effect of prohibiting service?  The argument from 
this type of provider is that they require more height to cover a broader 
area which makes for fewer taller towers.  They say their requirements are 
to "umbrella" their service area, not to communicate with other 
transmitters on neighboring transmitter sites.  The taller the tower the 
larger the shadow of the "umbrella" or so they claim.  I would greatly 
appreciate your take on this.
