The Bill is HB 1054. the sponsor, Peter Franchot (see web link to Maryland House of Delegates) is an attorney, about 53 years old, two kids and a soccer coach, lives in Takoma Park, MD, a progressive area of Montgomery County, born in New Haven, Conn., worked for Congressman Markey (D-MA) in the 80s and as legislative council to the House Energy and Commerce Committee. He is a member of the Union of Concerned Scientists. Very interesting background. At a minimum, the bill calls for a sticker warning about the potential health risks of use of cell phone by young people and limiting cell phone use by young people. Apparently there is another bill under consideration which would make cell phone use at school legal for kids. [Forcing the schools to change their present policy -- and comply!!!] This other bill grew out of a situation in Montgomery County, Maryland last year - About the child whose father wanted to stay in touch and the parent wanted to override the school policy against cell phones on campus.
