Folks,  See below an attachment that was forwarded to me which will be
of broad interest (I believe) to all -- but particulalry to the people in
Maryland.

This is about a cell phone bill just introduced in Maryland.  The Bill is HB
1054. the sponsor, Peter Franchot (see web link to Maryland House of Delegates)
is an attorney, about 53 years old, two kids and a soccer coach, lives in Takoma
Park, MD, a progressive area of Montgomery County, born in New Haven, Conn.,
worked for Congressman Markey (D-MA) in the 80s and as legislative council to
the House Energy and Commerce Committee. He is a member of the Union of
Concerned Scientists.  Very interesting background. At a minimum, the bill calls
for a sticker warning about the potential health risks of use of cell phone by
young people and limiting cell phone use by young people.

Apparently there is another bill under consideration which would make cell phone
use at school legal for kids.   [Forcing the schools to change their
present policy -- and comply!!!]

This other bill grew out of a situation in Montgomery County, Maryland last year
- About the child whose father wanted to stay in touch and the parent wanted to
override the school policy against cell phones on campus.

   5 providing that a failure of a manufacturer to comply with this Act is an

   8 Article - Commercial Law
   9 Section 14-1316
  10 Annotated Code of Maryland
  11 (2000 Replacement Volume and 2000 Supplement)

  12 SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
  13  MARYLAND, That the Laws of Maryland read as follows:

  14 Article - Commercial Law

  15  14-1316.

  16 (A)MANUFACTURERS OF CELLULAR TELEPHONES SOLD IN THE STATE SHALL
  17  PLACE ON EACH CELLULAR TELEPHONE A STICKER THAT CONTAINS THE
  18  FOLLOWING NOTICE IN AT LEAST 10 POINT BOLDFACE TYPE:

  19 "WARNING: SOME STUDIES HAVE LINKED CELLULAR TELEPHONE RADIATION
  20  TO A HIGHER RISK OF BRAIN CANCER, PARTICULARLY IN CHILDREN 16 YEARS AND
  21  YOUNGER. USE OF A HEADSET OR SPEAKER PHONE REDUCES THIS RISK."

  22 (B)THE FAILURE OF A MANUFACTURER TO COMPLY WITH SUBSECTION (A) OF
  23  THIS SECTION IS AN UNFAIR AND DECEPTIVE TRADE PRACTICE UNDER TITLE 13 OF
  24  THIS ARTICLE.

  25 SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
  26  October 1, 2001.

Apparently there was another bill  introduced to give kids the right to use cell
phones at school. This bill grew out of a parent complaint last year in a
Montgomery school where the parent demanded his child be allowed to overrule
school policy prohibiting use of cell phones at school.
