England, have changed, and did so in July 2000. Central Government issued what they call a CONSULTATION PAPER (PPG8) that replaces circular 4/99 and PPG8 of old. In this there are lots more opportunities open to Local Councils on which to refuse these base-stations. For example, my local council (until we pointed this out to them), did not know that a base-station can be refused purely for the fact that the applicant has not bothered to investigate ALL possibilities, ie. mounting on nearby buildings etc. so if the application in question has not got evidence of this with it then one can push for more evidence.
