Ions are particles and every surface that is gas tight will not allow
ions to pass... That has NOTHING to do with Faradays cage. Plastics, paper
or whatever will also stop almost all ions as effeciently.

Concrete is not electrically conducting when dry. Sometimes ones hears that
concrete is good to stop electromagnetic fields, that is not the case. But
in many circumstances the reinforcement /steel/ used in concrete
constructions
acts as a shield, but that is the steel not the concrete.
