Roy, I sent this to Gary at the cellular tower web site. Your group may be
interested in it also.

Dear Gary,
I thought you might be interested in the following statement from the
latest Australian and New Zealand Radiofrequency fields Standard
(Interim) AS/NZS 2772.1(Int): 1998
"Safety factors must be incorporated into the exposure levels to allow
not only for the lack of scientific data but also for all possible
conditions under which the exposure might occur. Variables considered
when developing the safety factors were:
(a) Absorption of electromagnetic energy by humans of various sizes with
particular reference to whole or partial body resonant absorption of
energy.
(b) the lack of knowledge of the relationship between peak SAR and
biological effects
(c) Environmental conditions - the exposure limits should be protective
under adverse conditions of temperature, humidity and air movement.
(d) Reflection, focussing and scattering of the incident fields in such
a way that enhanced absorption occurs.
(e) Possible altered responses of humans taking medicines
(f) Possible combined effects of RF electromagnetic energy with chemical
or other physical agents in the environment
(g) the possible effects of modulated microwave fields on the central
nervous system and the possible existence of ‘power’ and ‘frequency’
windows for such effects
(h) Possible non-thermal effects.”

Thus it is recognised in these standards that there is at least some
evidence for each of these effects. So the question is, given these
variables, how can we have confidence in the safety factor which is at
best a guess, at worst a convenient level for the industry (as most of
the members of the Standards committee were industry representatives).
