Roy: Please broadcast. It is urgent to contact congressional members in the
House and Senate re Clinton's Federalism measure. Sen. Leahy accused the
government of "Federelizing Local Zoning Decisions." Well that was exactly
the intention of Orrin Hatch (D-UT), who introduced the bill. Probably he
and others knew of Exec Order 13083, and figured in 3 weeks it will be all
over for the public; when Exec Order becomes effective.

Had talked to White House press office before I had Exec Order 13083. They
returned the late yesterday. Told them what I wanted; 13083. Never head of
it, "We can only look up by name of the order. No one is trying to abolish
the 10th Amendment." Provided name. He insisted I was mistaken, of cource
not knowing I never move without having exact facts. The White House press
person finally found the "Federalism" Order; he gulped; said, "Will call
you back"; has yet to return the call.

Just spoke to Sn. Leahy's office re the this Exec Order 13083. Recall that,
in the "Takings bill (S. 2271), the object is to force siting of towers and
microwave antennas on citizens and municipalities. Leahy's office said,
"Wherever you got this information from, it is wrong, or you misunderstood
it." I said that I was positive, the information came straight from the
White House. Could they be misleading me? I was asked to fax it; did. You
can be sure Congress and the separate powers of our government will never
be the same.

So far, other congressional members reported knowing about the Order. But
everybody must ensure they do. Please, everybody pass this information to
congressional members, League of Cities and Counties in your area, and
zoning and planning commissions. Everyone must rise to this challenge.
