An excellent comment is forwarded below by Robert Pritchett.
Allow me to say a couple things about the info that is there....

1)  The book that has been published by the Bonneville Power
Admin (BPPA) is suspect, though Marj, who recommended it, may not
be aware of the propaganda that it contains.  Like a number of utility
publications written in about that same period of time, its main
purpose was to "dampen down" any public concern about EMF.....  
For example, I have never considered the "right of way" exposure
information BPPA provides as anything but self-serving to the industry.
Most others who have independently measured right-of-way exposures, I
would expect to say the same....  

[That is quite a complicated subject, really, and therefore risky to
generalize about ... but the point is ... it is easy to do "honest"
measurements based upon "dishonest" assumptions which the public does not
know enough about to challenge....  Anyway, I was pleased to see that the
recent NIEHS sponsored EMF RAPID study drops altogether any attempts to
reach conclusions on the basis of measurement units, e.g., 2 mG or 3mG,
etc. -- most of which may be irrelevant ... particularly to the extent to
which they are based upon time weighted average (TWA) magnetic field
assumptions.]

2)  For the best description of the EMF/biological connection that
I have seen, you should all plan to obtain the final report (to be 
published by NIEHS, out in two to three weeks) covering the Minnesota EMF
RAPID meeting which has been the subject of recent discussion on this
list.  They have provided "encyclopedic info" about that aspect.....

I'm learning a lot from the electrical theory banter.  Please keep the
"juices" flowing!

I'm reading  the book by the Bonneville Power Administration titled,
"Electrical and Biological Effects of Transmission Lines" per a suggestion
by one of the members of the list ( in the US, call 1-800-622-4520 for a
free copy. The book is about 1" thick). I couldn't find anything at their
web site (http://www.bpa.gov/ ) on the topic. Maybe I didn't search hard
enough...

I was struck by the concepts presented. It appears that the electrical and
magnetic effects are presented as exclusionary fields, when in fact, they
are working in concert with each other and affecting biomasses in
interesting ways ....[Well said, Robert!!!  You've got it!!!....guru...]


( see other references to the magnetic rings and pads being
used to reduce pain in the human body being sold to the world by Japan).
[I'm afraid much of this sort of thing is purely commercial exploitation.

We really have to get everyone thinking 3D. Maybe a butterfly being killed
isn't going to affect world politics 3000 miles away, but our bodies occupy
space in at least 3 degrees (maybe more) and are affected by all influences
around us. We like to present concepts in a serial fashion and we have to
stretch a bit mentally to grasp things working in parallel or in more than
one dimension.

Isn't there a multimeter or scope out there that simultaneously measures
gauss effects (static electricity and magnetic fields), electrical fields,
amperage, voltage and wattage? [.....The "problem" is bigger than this...
...guru...]

In the nuclear field we measure millirems and annual permissible dosages
from nuclear sources (so-called "death chips" notwithstanding). The ALARA
principle was established ( As Low As Reasonably Achievable).

 Is there an electrical field effect limit that could be demonstrated in the
same manner?  [....The problem is bigger than this.....guru.....]

How did Florida and New York come up with field standards and guidelines for
both electrical and magnetic fields? What do they consider to be
"thresholds"? How did they establish those  standards?

standards were established by the state legislatures under the influence
of powerful electric industry lobbying forces and naive bureaucrats,
like the lady who now heads EPA, Carol Browner.)  She was then in a
similar job for the state of Florida.  The approximately 200 mG exposure
levels they allow have ***no connection whatsoever*** with what is now
known about EMF health hazards from power lines.  They were ridiculously
one-sided in favor of industry when they were legislated.  In fact, what
the industry did was prescribe a level "they felt they could live with"
and pushed that through in the legislation......guru.....]
