I have carried out extensive measurements of cell phone signals and they shine out sideways from the antenna like beams from an old-fashioned lighthouse. Directly below the lighthouse is is actually quite dark and even difficult to see whether the lighthouse is even working. Max signal strength at ground level is typically 75 to 100 metres away from a low mast (15 or 20m high) and even further away from higher masts. Now a few years ago I was campaigning to keep them off schools in the UK and actually achieved this in a number of cases when the Governors voted to refuse the facility. What then happened in 3 cases out of 4 was that the cellular company found a nearby site around 100 metres away and put the mast there! So the school was much more highly irradiated and also didn't collect and benefit from the (typically) 5000 GBPounds annual fee. My stance now is that either make sure the mast goes at least 500 metres away, or accept it on the school with the highest mast the company and planners will agree to. Like it, or not, these #*!*#!! base stations will go up somewhere. In the UK it is a Licence Condition that the operator covers (say) 96% of the UK poulation by a specified date or they will be fined by Government and/or be threatened with loss of License. It really is difficult to find the best outcome here.
