Dear Roy,

I have been told by an industry source whom I trust, and my own 
understanding of the situation is consistent with this, that a well 
shielded cell phone should be much more efficient as part of the cell 
network.  This is because 60 to 80 % of the cell phone radiation 
enters the users head because of the high conductivity of the head 
compared to free air.  Thus only 20 to 40 % of the radiation is used 
to communicate with the cell site.  A shielded phone, done in an 
appropriate way, can protect the users head, send almost all of its 
microwave radiation to the cell site and reduce the mean power 
necessary to do this because of the greater efficiency.  This is a 
win-win situation all around.  My source also said, and this makes 
sense, that the reason cell phone were not build and marketed with 
shielding was the appearance that this might give that they accepted 
there could be a health risk.  What a very poor reason, especially 
with the evidence mounting of brain tumor incidence with cell phone 
usage, about 10 epidemiological studies associating EMR with 
increased incidence of brain tumor, the Lai/Singh evidence, ....
