   Deadlines for July, 1999 Issue:
     * May 20: notify us by email of your intent to submit a paper
     * June 15: deadline for submission
     * July 10: final submissions due based on comments by Editorial
       Review Board

Audience: Elected Officials, City & Town Managers, Advisory Board
Members, Department Heads, staff members, regulators, attorneys,
equipment and service providers, academics, interested citizens, and
members of the media who are concerned with telecommunications
issues.

We seek submissions from practitioners and analysts - decision
makers, staff, attorneys, consultants - with hands-on knowledge of
municipal telecommunications issues. If you're a city manager, who's
just lead an innovative telecommunications effort, you're the kind of
author we're seeking.

Topics of interest include: Wireless antenna siting; right-of-way
management; attachments to poles, ducts, conduits and rights of way;
cable refranchising; telecommunications ordinances; community-wide
telecommunications infrastructure; delivery of municipal services by
wire; use of the Internet to support public policy decisions;
organizational development and change around new information systems;
impact of telecommunications on local economies; state barriers to
entry; strategic partnerships; "smart communities;" and universal
service.

We are particularly interested in case studies of innovative
solutions to contentious issues (e.g. successful antenna ordinances,
city-operated telecommunications utilities). We're also interested in
lessons learned from efforts that didn't work out.

We seek 4 to 8 page case studies that detail the problem addressed,
options considered, decisions made (and why), implementation,
results, recommendations for other communities based on lessons
learned, and references.

To be considered for our July, 1999 issue:

1. Notify us by email, by May. 20, of your intent to submit a paper.
(send a brief description of your intended paper to
mfidelman@civicnet.org)

2. Submit a manuscript by June 15.

3. Be prepared to revise your manuscript based on comments from our
Editorial Review Board.

4. Be prepared to transfer copyright to the Center for Civic
Networking upon acceptance of your paper for publication.

5. Obtain and provide a release for inclusion of any portion of your
paper that is copyrighted by a third party.

Formatting Requirements

* Manuscripts must be submitted electronically as ASCII text, or in
Rich Text Format.

* References must be included in the body of the document (i.e., do
not use your word processor's footnote capability. Each reference
shall be identified using the form: [1]. References shall be provided
as endnotes in the form: [1] endnote text.....

* Images and figures must be submitted as either GIF or JPEG images.


Editorial Board & Policy

The Journal Editor is Miles Fidelman, President of the Center for
Civic Networking, and Director of the Center's Municipal
Telecommunications Strategies Program.

Every paper, except for selected opinion pieces, is reviewed by our
Editor and at least two members of our Editorial Review Board. Papers
are reviewed for appropriateness, accuracy, errors and omissions,
support for statements, usefulness, and readiness for publication.
Authors are given the opportunity to edit their papers in response to
reviewers' comments.

Several editorial policies are of particular note:

* Our primary standard for publishing a paper is its usefullness to
local officials.

* We particularly try to attract papers from working professionals in
local government (e.g. city managers, information systems directors,
cable telecommunications managers).

* We approach the review process from a practical viewpoint, that
reflects the needs of our readers and authors -- rather than taking
the approach of an academic publication.

* Our primary goal is to provide a local government perspective on
telecommunications issues. Thus, we do not believe it necessary to
include industry perspectives on contentious issues. Rather, our
approach to balance is to provide articles written by local
government professionals who have dealt with the same issue in
different ways.
