......Ed, thanks for sending the following.  I like Senator
Hutchinson (like his congressman brother better)....  They both have
the potential to be what I call "Main Street" Republicans....

But, Ed, the following is classic "boiler plate" bull-s___.  I doubt that
the Senator ever saw your letter.  If he had, he would have realized how
insulting to send a letter like this to an INFORMED (important!)
constituent......

Dear Dr. Maxey:

      Thank you for contacting me to express your concerns with
S. 800, the "Wireless Communications and Public Safety Act of 1999."
I appreciate the opportunity to familiarize myself with your views.

      As you know, S. 800 is primarily designed to help states 
improve their emergency 911 telephone services.  Under the bill, 
states and localities would receive assistance from the Federal
Communications Commission to improve 911 emergency telephone 
service, and 911 would be designated the universal telephone number
for emergencies in the United States.  The House version of this
legislation passed the lower chamber on February 24.

      As the Senate prepares to take up S. 800, I have noted your
concerns regarding its wireless telephone provisions.  Specifically,
the bill would grant wireless service providers protection from
liability arising out of development, design, installation, operation,
maintenance, performance, and provision of service.  This level of 
immunity from civil suits is comparable to that which other
communications carriers enjoy under state law.

      Please be assured that I will keep your thoughts in mind as 
the Senate debates S. 800.  Again, thanks for the benefits of your
comments and please do not hesitate to let me know if I may be of 
assistance to you in the future.
