(I agree.)  Best information I can get at the moment, though, is that
"derailed" is too strong a term, and it's important not to relax and
ease-off on MAI.  I'm told a Canadian representative to the talks has said
he'll sign "in prinicple" this coming April whether the talks are
concluded or not, for example.
