I think the warning given by Steve Bullock of Western Wireless in the
meeting at Skyline High School was meant to apply only to satellite
radiotelephones.  These operate at higher power than the cellular
phones currently in use, which operate in conjunction with nearby base
transmitters, because their signal must reach a base transmitter that
is orbiting the earth high overhead!
 Steve Bullock is not the first person I have heard express concern
about such radiotelephones (which are not yet in operation, so far as
I am aware) because of the relatively high power at which they operate
in comparison to the cellular phones in current use.
 Mr. Bullock's admission that these future radiotelephones should not
be used close to the head is consistent with the industry position
that today's cellular telephones are safe because of their very low
power.  In other words, I don't believe that Mr. Bullock was admitting
the existence of any health hazard from any of today's cellular phones
--even when they are placed close to the user's head! -- Marjorie
