Hi everybody:

Let us carefully read Beth's message below, first, then read Bill
Curry's which I will send next......

Beth's message makes clear (to me, at least) that a major problem
we are having is to get our neighbors, public officials, etc., AWARE
of what is happening to our EMF environment....  It is getting
THICKER fast!!!  Growing at exponential rates -- as has often been 
stated.....

BUT, PEOPLE CAN'T SEE IT!!!!!  And the harm it is capable of doing is
SLOW to manifest itself.....  So, Beth, most of your neighbors (like
your city commissioners) aren't likely to take the matter very
seriously....

They'll take it seriously, of course, once you begin to have the kind of
statistics they have at Lookout Mountain in Colorado....

It was to try and deal with this problem (the public's inability to
actually SEE the EMF) that I suggested we start talking about the 
"Blue World."  (My essay by that name on my web-page says more about
this.)

Now, after reading Beth's discussion of her meeting with city officials,
below, be sure you read Bill Curry's EXCELLENT submission which I will
send next.  He has begun to actually MEASURE the "Blue World."  With the
results he reports, it is (perhaps) easier to visualize how "blue" things
really are becoming.....

Subject: Update from Austin

Hi Roy -

Here's an update from Austin.  The telecommunication ordinance is being
revised and going before the planning commission in about three weeks. I
went to a some kind of task force meeting on the 15th. The room was filled
with City Staff and Telecommunication Company representatives. I appeared to
be the only citizen. The group was told that public comments were not
allowed in this meeting. The amendments to the Ordinance were read and
reviewed and City Commissioners asked questions. I do not see any
improvement to the Ordinance and see that it actually makes it easier for
the Tower Bullies. The Tower bullies did speak up for about fifteen minutes,
comparing towers to tall buildings, no reason why they should not be by
daycares, and that Austin Citizens did not mind about the towers because
there has not been much public comment over the years. UGH is all I can say
to what they had to say. When I raised my hand to speak the Commissioner
said no time for public Comment. Well, I let them know if they let the
industry speak they must let a citizen speak. I kept it short and pointed
out that the term they kept referring to "negative impact on neighborhood",
which is in the ordinance, is not definable and that I have been trying to
get a clear definition since August of 1998. I gave them a letter from the
director that stated it was not defined in the land development code
therefore she had no discretion to deem the two towers behind my home to
have a negative impact. I let them know that I will save my energy for
public forum in the future.

This was one of my first experiences in local government and I see why I
have avoided it. But now I feel that I am in a life or death situation and
must fight and deal with all these funny (odd) people.

I came home and began E-mailing Neighborhood associations and pleading for
their support. I am now on the agenda for three meetings. I wrote all my
neighbors letters, but no one has responded. I am concerned that they just
don't get it. This weekend I will go door to door. I think I'd rather be
drinking margaritas on my deck, but I haven't gone out on my deck since the
second tower went up in August.  So I guess bugging neighbors is the next
best thing.

I will get a petition together demanding a moratoruim.

Wish me luck and keep me in your thoughts. Right now I feel I am fighting
this alone. Hopefully I will have some compadres in the next week or so.
