	I'm the local news editor for the La Crosse Tribune in La Crosse,
Wis., and have been reporting farmers' concerns with the health of their
cows and the response they have been getting from their electrical
cooperatives. One of my stories was shared on your site a few weeks ago.
 	In the course of my reporting I've discovered -- not to my suprise
-- that in Wisconsin there are no regulations on the amount of current
utilities can put into the ground through their grounding system. I was
told by the Public Service Commission that the amount of current return
on the neutral can be 30 to 90 percent, with 66 percent being a good
number. Nor are there regulations on the voltage that enters the earth.
	My question is this. As anyone studied the long-term health effects of
constant exposure to low voltage electricity? Or are the voltage levels
so low that it is not a concern. And is there a concern that with
increasing harmonics, some of the ground current is at a higher
frequency than 60 hertz?

     [......It can be argued that the EMF RAPID study (reported on my
website, see the Mission statement) got into this aspect, but that study
is of such dubious value -- badly lacking in any 'precision' as the
results were finally published by NIEHS -- that I do not recommend it as
the answer to your question.....  Other than that, here on EMF-L, we have
"heard of" some studies that deal with the problem which have been done
in Germany.....
.......Perhaps you should also take a look at what guru has written about
"the U.S. Government's position on EMF" as presented on the website....]

	One final question. Does anyone of any states that do regulate the flow
of ground current? 
      [.......To my knowledge, there are NO states that regulate
such......guru....]
