Dear Roy,
Concord has been struggling with changing our bylaw because of a recent loss 
to AT&T Wireless in Federal District Court.  (We lost on two sites, but the 
judge did not vacate our bylaw.)  Because discussions are underway and the 
Town Planner and Planning Board are looking at an innovative new way to zone 
for allowing carriers into town, I don't want to share the details at this 
time.
What I am looking for are other communities across the country which have 
adopted a "district-less" bylaw.  What I mean is, the idea that the entire 
town is the zone, but that other very stringent requirements are superimposed 
to be protective to the entire town, in order to prevent only certain zones 
which would subject people in the less expensive neighborhoods, or those 
neighborhoods along roads, to being the only people exposed to the various 
downsides of the towers and antennas.
I will be glad to discuss the details with anyone who calls or emails me with 
relevant bylaws.
