*** Germans to bid on phone frequencies

BONN, Germany (AP) - Twelve companies plan to bid for the next
generation of mobile phone frequencies that could reap a windfall of
more than $55 billion for the German government, the country's
regulatory authority said Tuesday. The head of the regulatory office,
Klaus-Dieter Scheurle, said he expects bidding to start in late July
to early August. Germany plans to issue between four and six licenses
to operate the third-generation mobile phone networks. Bidding is
expected to be fierce. In similar bidding just concluded in Britain,
five companies paid $35.6 billion for licenses. Germany is seen as a
particularly lucrative market for mobile phones both because it is
Europe's largest economy and a smaller percentage of the population
now owns such devices than in neighboring countries. See
