.......I am in receipt of a letter written to Sir William Stewart,
the Chairman of the IEGMP, dated May 15th.  The writer is Mr. Halsey
Meyer Higgins, solicitor representing the NIFATT.

It is forwarded below.  Notice that it further "shines the light" 
on the problem of the (mis)handling of some of the crucial evidence
which the IEGMP group apparently did not get to consider.....

LETTER FROM HALSEY MEYER HIGGINS TO SIR WILLIAM STEWART - 15th May, 2000

Dear Sir William,
  
                           _IEGMP - Report_

On the instructions of my clients, NIFATT, I am writing to advise you
that Dr. Hilary Kennedy (NIFATT Chairman) and Mrs. Margaret Dean 
(NIFATT Secretary) have, over the weekend, read your Group's Report
cover to cover, having received it by post from the NRPB on Friday,
12th May 2000.

They are both astounded with regard to the Report's Paragraph 5.246
concerning the 1996 Latvian Study and Investigation into the learning 
deficits of children living in the area in front of the Skrunda Radio
Location Station emitting pulsed modular RF signals.

That published study was readily and easily available, whatever the
NRPB Secretariat may have advised your group as revealed in that
paragraph.  A copy obtained over the weekend is now attached to this
faxed letter for your assistance - note Elsevier NV - the Science of
the Total Environment - 7 pages.  See also the  attached EMF Health
Report - 2 pages.

The EMF Report of September/October 1996 also deals with effects
on cows - also the subject of the possibly important Loscher & Kas
German 1996 Study commissioned by the Bavarian Government, which
achieves no mention under the conclusion paragraph 5.79 of the 
section headed "Auditory Responses".  Nor is it listed at all in 
the references section.

The Latvian Study - and also the University of Berne "Schwarzenberg" 
Study commissioned by the Swiss Government from Professors Abelin and
Alpeter (also not listed in the references) deal with the apparent
effects of RF Emissions on "populations of people residing in the 
vicinity of the installation".  Neither falls within the dismissive
NRPB anecdotal stories category.

The Swiss Government, after publication of the University of Berne's
Schwarzenberg Study and its findings, closed down the Schwarzenberg
Mast.

Maybe the review proposed in your Group's excellent Report, paragraph
5.273 may need now to be "earlier if circumstances demand it".

Apparently, Michael Repacholi inviting the Latvian Author of the
Skrunda Report, Professor Kolodynski to be a platform speaker at the
November ICNIRP Workshop which either Michael Repacholi was organising 
or involved with its work.
