Beavers" Subject: Re: your mail Dear Roy Yes, I went to a workshop discussing the intention to do this a month or so ago and have a short piece on it in our June newsletter. [.......With regard to a question I posed about the recent change in the ACA rules in Australia....guru.....] It means that the exposure levels of our pseudo-standard will now be mandated (whereas previously compliance was voluntary). Basically it means that more telecommunications equipment will now be covered by the "standard". You may be interested to hear that things are really gathering momentum in Australia at present. There is more momentum now on this issue than ever before. As you know Australia is presently developing a new standard for RF, a code of practice on the siting of telecommunications infrastructure and a senate inquiry on EMR is accepting submissions. At the same time, new carriers are entering the market and racing to establish their networks, often with little regard for the community. Towers classified as "low-impact" (referring to appearance and not emissions) are appearing in more inappropriate locations, inlcuding on flats where people live without any notice being provided to tenants or councils. And the number of towers throughout the country is likely to double! This is engendering a delightful backlash! NSW state MP, Andrew Tink is now calling for changes to legislation to ensure that all telecommunications facialities require local council approval. Brisbane Lord Mayor is also demanding changes to legislation. In Brisbane, 16 action groups have formed in the last 5 weeks to oppose the construction of new towers and, once again, demand changes to legislation. Whereas the media previously shied from this issue, it is now providing coverage. NSW's 'Sydney Morning Herald' carried an article about the Stewart report on the front page and Qld's 'Courier Mail' is running stories about the tower issue with some enthusiasm. Channel 7's national 'Today Tonight' program has carried 2 stories about mobile phones and towers in the last week. It will be very hard for the senate inquiry to ignore the call for change. I suspect that, to quote a line from an election campaign, "it's time".
