For those of us inside the USA, this makes great sense and should have been
done a long time ago. Who's to say it wasn't in earlier proposals and was
removed during committee sessions?

My seat companion on the plane to Dallas-Ft. Worth was a gal who belongs to
the DAR (Daughters of the American Revolution for those on the list outside
the USA), retired Superior Court Judge from Pasadena, CA and on her way to
meet her huby in Arkansas. Very upset about the immorality at all levels of
government and in the streets. Character should count in a "clean" society,
which we apparently do not have today. The last depression compelled folks
to repent and she agrees that the next one probably will do the same - after
the next round of corporate-sponsored elections.

The trip from Dallas-Ft. Worth was with a dude from Tacoma involved in the
Stock Market. He agreed we will have until the elections to make hay in the
market. After that, depending on "who" wins, we prosper or dive.
