Afaik, pacemaker immunization is 10 V/m in Europe.

Cell phones and base stations limits are 41 V/m for GSM and 58 V/m for DCS 
(and beyond).

Some page on Ericsson's web site does comment problems would cleared by 
more adequate norms. They mean increasing the immunization side, not 
lowering their emission limit :)
