I do not consider that I can improve upon what Jim has offered.....  He,
too, as I would, is speaking from the perspective of an educated guess....

And he is as well informed as I about this matter.....

Others who might want to refine Jim's suggestions are encouraged to do
so......   

We (who are not really qualified) are trying to fill a gap that has been
left by governmental (and professional) agencies that are not doing their
job......  So, please allow for that fact.....

>From what I understand about emf from computers and shielding it would seem 
the best approach would be for you to purchase a laptop with the largest 
screen you can afford.....(but don't use it in your lap!) PLUS a transparent 
glare screen with electric field (EF) ground capabilities...Almost all 
computer stores and large office supply stores carry these screens in various 
sizes for anywhere from $40-60, depending on size.  These screens are for 
regular VDT monitor screens from 15"-21", but are especially useful on laptop 
screens.  Laptop screens use liquid crystal display (LCD) technology.  LCD 
Screens are activated by strong electrical field gradient changes and have 
practically no EMFs  (you still get some EMF from the hard drive motor 
(that's why you don't want the laptop in your lap).   Also, it is VERY 
important that the laptop and EF screen be well grounded.  You could still 
keep your old computer if it is still useful and switch the glare 
reduction/EF ground screen back and forth betwen monitors.  

BTW, if you are using an external stand-by power supply with your computers, 
to avoid losing data during a power failure, keep it as far away from your 
disk files and your body as possible......many of these systems have the 
strongest fields around them of any computer accessory!  (plus a lot of 
square wave output....which can affect your floppy disks if you put them in 
the vicinity....and there is some evicence that pulse-type square wave a.c. 
may have biological long-term effects on your health). 

As far as excessive EMFs around your apartment, you can get a rough estimate 
of intense areas using a cheap a.m. radio (less than $20 from Radio 
Shack)...Just set the dial where there is no station, turn volume up halfway 
and start with the field around the transformer in back of your TV or VDT.  
Turn the dial until you get the loudest interference noise and then use that 
rough calibration to find other places around your apartment where intense 
fields exist......Be especially careful about strong fields around your head 
where you sleep...pull bed out from wall and keep electrical items at least 
four feet away from your head and body (rule-of-thumb).  Use incandescent 
lamps to read by with bodies entirely of wood, glass or ceramic.
