Hi all- 
        Here's the latest backdoor preemption of local zoning authority.
This bill - the Religious Protection Act - sailed through the House and is
headed to the Senate.  A friend of Mark Hutchins', our RF
consultant/engineer here is Vermont, called him and alerted him to it this
morning.  The American Planners' Assn. is gearing up to contact senators on
the questionable language.
        The land use language is in Sections 3 and 8.  There are unclear
passages throughout however.  
        The claim of the religious right is that thousands of permits for
church property "improvements" are held up every year due to local zoning
snags.  The American Planners Assn. is saying there is no evidence that this
is true. 
        I presume the question will be whether limiting a church's ability
to raise funds through leasing its property for a wireless facility site is
hindering its free expression of religion.
