Hi Roy,

I thought it would be a good idea to start a list of localities that have
ordinances which include getting an independent engineer.  I have found one,
Rochester NH

Chapter 42, Section 42.24A of the General Ordinances

"Independent Evaluation.  The City, at its option, may require, at the
expense of the applicant, an independent evaluation of any wireless
communications facility proposal, by a qualified licensed professional
engineer selected by the City."
