I dont't think so - based on this totally false and highly misleading
statement alone it rates a D.

"The environmental health institute panel relied on virtually the same data
another government-sponsored panel studied two years ago before reaching
the opposite conclusion: EMFs most likely don't cause leukemia in children
or adults."

The previous panel found no "conclusive" evidence of a link they did not
say there probably was not a link. A very important difference
