I have just been handed a document titled:

"Amendments done at Minneapolis on October to 
November 1998, to the constitution and the convention 
of the International Telecommunication Union (Geneva 1992) 
as ammended by the plenipotentiary confrence (KYOTO 1994)"

It is an 84-page document that goes into international standardisation,
among other things.  I'm not sure how it can be transmitted - but if anyone
is interested in knowing more I could probably send excerpts - or a limited
number of complete copies by snailmail.  It is interesting, although have
not had a thorough look yet.

It was tabled in parliament with the view of ratifying 1998 ammendments
before a conference in December.  This was  on October 1999 ("National
Interest Analysis".)
