It is a fact that the USA exposure guidelines are higher than most. It is also true that since last year, when ANSI/IEEE-NCRP guidelines were adopted by the FCC, the FCC no carrier could comply. So, FCC devised a percentile plan which is particularly applicable to carriers that co-locate on towers. In fact, FCC laughs when someone asks about exposure guidelines. I was just at FCC last week, and spoke directly to Dr. Robert Cleveland, requesting the guidelines they "enforce" and with which industry must comply. Dr. Cleveland said, "You have to get that from ANSI. It is copyrighted. We cannot give it to you." Of course my facial expression conveyed the message to him. Our argument actually must be with the interagency group (FDA, EPA, NIOSH, OSHA). They perpetrated and orchestrated this sham. He told me to read FCC Bulletin 65. Told him I had. It says nothing. In fact, industry cannot understand it (some helped write it. Carriers call FCC daily for guidance. I have been there when they did. If you don't have a copy of FCC Bulletin 65, FCC will send it (202 418-1000). Ask for Office of Engineering and Technology (OET). If that it a problem for you send me an e-mail and I'll send you the Health and Safety publications. CENELEC, IRPA, ILO, and most guidelines are pretty standard. My suspicion is that our FCC standards allow considerably more radiation density (miliwatts/cm^2) than standards of places such as Australia. Is this correct?
